High River town council is now preparing proposals for an anti-smoking bylaw that would curb or prohibit smoking in public areas, including outdoor regions and eating establishments.  The phrase "in the interests of children" effectively and legally  reduces the equality rights of smokers from other citizens, but also opens a tangle of semantics historically shown to do more harm than good.
For an appropriate resolution, do you feel there should be a vote of High River citizens on this bylaw rather than an arbitrary enactment of council?

The impact of mad-cow has had wide economic effects upon large corporations down to working families and individuals. 
Do you believe Alberta will shortly recover from this impact?

Households are having their residential services cut off, despite offering arrangements to pay amounts due.  Do you feel the utility companies are acting responsibly towards their consumers in these economic times?

Throughout High River there are increasing amounts of "for sale" items as people liquidate personal assets.  Do you see this trend as an indicator of future economic hardships?

     "It’s a heritage that is undoubtedly worth saving. Grain elevators have defined the Alberta landscape for decades, and are a symbol of the strength of Albert’s agricultural industry and the crucial role it played and continue to play in the economy and cultural life of this province."
Despite local efforts to preserve the grain elevator within our town, it still succumbed to fire on Monday, May26/03.  Do you feel all affordable safety measures were taken in keeping with the aims of preservation?      (fire footage through this LINK)

"Alberta actually imported a live cow with Mad Cow disease back in 1993. The Canadian government raced to destroy the "Mad" cow - along with more than 400 other cattle from the same herd - but some cattle slipped through the cracks."

"The Youth Criminal Justice Act...provides a clear legislative framework to help create a fairer and more effective...system.    
"The legislation replaces the Young Offenders Act and applies to young people between 12 and 17 years of age."
The YCJA is in effect since April 1/03 and calls for a higher community participation with young offenders.  Do you feel it is reasonable for High River to assume this more active role?
